Program Manager

Location:Pentagon City

The Program Manager (PM) is ultimately responsible for the successful execution of the program, including quality and efficiency that encompass both technical issues and business processes. The PM is a representative of the company and shall have organizational authority to execute the requirements and serves as the senior authority on the program/contract. The Program Manager will work with Managers and ensure task assignments to contractor personnel, supervise on-going technical efforts, and manage overall task order performance and subcontractors when appropriate. This individual shall have the ultimate authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to Government issues, concerns, or problems. The PM shall also be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues. The Program Manager will oversee communications and required reporting to ensure both compliance and relationship building with the end customer as well as ensuring that program deliverables and deadlines are met.  In addition, this position will provide leadership and guidance for all contractor personnel.  They are also responsible for culturally assimilating all personnel into the desired OSC Edge customer first culture.  


  • Organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks
  • Manages teams of contract support personnel at multiple locations within the work site comprised of prime and subcontract personnel
  • Fosters a strong “One Team” approach for the integrated staff, and works collectively with our subcontract leadership to ensure that there is joint coverage over the contract, team and operational requirements and delivery of those requirements
  • Maintains and manages the client interface at the senior levels of the work site to include the COR, TCOR, and other leadership stakeholders to the program
  • Meets with customer and contractor personnel to formulate and review task plans and deliverable items.  Ensures accurate, crisp, and clear communications are provided to the OSC team, including subcontractors, and our customers
  • Ensures conformance with program task schedules and costs
  • Establishes clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in their interaction with their government counterparts
  • Identifies staff development and training needs and ensure that training, and hands-on assistance is available to raise the talent/skill level of contract and client staff as appropriate
  • Implements and provides guidance related to processes and policies, oversees the work of operational staff, and prioritizes projects and activities
  • Directs and oversees an organization's planning function to promote organizational effectiveness
  • Provides strong leadership, including mentoring staff to improve processes, procedures, and standards based on programmatic needs
  • Supports and utilizes best practices in program and project management
  • Oversight on special projects and activities 
  • Provides consultation on complex projects
  • Performs other tasks as required by OSC and the Government contracting office

Required Qualifications/Education and Experience

  • Bachelor’s degree is required or equivalent experience (preferably in Information Technology, Information Management, or Cyber Security)
  • Top Secret Clearance
  • Must be able to receive and maintain a personnel Security Clearance
  • Knowledge of and hands-on experience with the IT operations support

Preferred Qualifications/Education and Experience

  • Experience working in a PMO environment preferred, either government or commercial
  • Knowledge of a military IT environment is preferred
  • Experience and/or knowledge of Risk Management Framework (RMF)
  • Previous practical application of information operations for military operations
  • ITIL Foundation and/or Practitioner Certification 
  • Security+ Certification 


  • This position may require minimal travel.
