Deputy Program Manager - IT Operations/ Ft. McNair

The Deputy Program Manager is a senior level manager and central point of contact with the client’s technical, management, and staff personnel regarding, providing leadership for all matters associated with the operations and personnel. The Deputy Program Manager is responsible for managing and supporting a large team of IT operations personnel.


  • Updates and advises the Program Manager, manages the day-to-day activities to ensure programs and projects meet organizational goals and requirements
  • Assists the Program Manager with direction of the Program Management Office (PMO) staff in providing the necessary administrative and management for program control and reporting
  • Plans and conducts consultation with users, management, vendors, and technical staff to assess operational needs and mission requirements that may affect the client’s mission and business processes
  • Responsible for ensuring efforts associated with the client’s Information Technology Operations mission are adequate and effective
  • Tracks, creates and reports on Contract/Program deliverables, ongoing status on assigned projects, as well as facilitation of operational meetings with the team and/or client
  • Responsible for clear and professional communication to the staff, client leadership, and company leadership on project issues, risks, and obstacles to success
  • Provides recommendations to the Program Manager on current and future task order management regarding client leadership and technical management
  • Establishes clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in their interaction with their government counterparts
  • Identifies staff development and training needs and ensure that training, and hands-on assistance is available to raise the talent/skill level of contract and client staff as appropriate
  • Implements and provides guidance related to processes and policies, oversees the work of operational staff, and prioritizes projects and activities
  • Directs and oversees an organization's planning function to promote organizational effectiveness
  • Provides strong leadership, including mentoring staff to improve processes, procedures, and standards based on programmatic needs
  • Supports and utilizes best practices in program and project management
  • Oversight on special projects and activities 
  • Provides consultation on complex projects
  • Other duties as assigned by the OSC Office and/or the client

Required Qualifications/Education and Experience

  • Bachelor’s degree is required or equivalent experience (preferably in Information Technology, Information Management, or Cyber Security)
  • 10 or more years of experience in information technology operations
  • Security+ Certification required
  • Must be able to receive and maintain a personnel Security Clearance
  • Knowledge of and hands-on experience with the IT operations support

Preferred Qualifications/Education and Experience

  • PMP Certification is preferred
  • ITIL Certification is preferred
  • Experience working in a PMO environment preferred, either government or commercial
  • Knowledge of a military IT environment is preferred
  • Experience and/or knowledge of cyber operations and security
  • Experience and/or knowledge of Risk Management Framework (RMF)
  • Previous practical application of information operations for military operations


This position requires up to 10% travel. Occasional overnight travel to Norfolk, VA worksite is required.

This position will be required to work evenings and weekends based on business needs.
