Cyber Security Analyst(Level II)

Location:Philadelphia, PA

As a Cyber Security Analyst, the individual will be responsible for providing cyber security guidance and is responsible for developing risk assessments and scanning/checking for system vulnerabilities.


  • Prepares RMF A&A package documentation IAW DoD/NAVSEA directives which requires hands on knowledge of Platform IT (PIT) Determination package documentation, System Categorization Form, Information System Continuous Monitoring Strategy (ISCM), Security Plan (SP), Step Concurrence forms, Plan of Actions and Milestones (POA&M), Security Assessment Plan (SAP), Security Assessment Report (SAR), Risk Assessment Report (RAR), and Security Authorization Package
  • Develops and maintains a Plan of Action and Milestone (POA&M) for all IA-related tasks and deliverables in accordance with the Security Technical Implementation Guide (STIG)
  • Develops Risk Assessment Reports (RARs) based on vulnerability test results, automated scan reviews, Assured Compliance Assessment Solution (ACAS) scans, and other DoD-mandated assessment-utilities
  • Ensures all documentation is complete and accurate and inputted correctly into eMASS as required
  • Ensures all IACs within the Department of Navy (DoN) systems are in compliance with NAVSEAINST 9400.2 guidelines by reviewing CT&E plans and procedures, optimizing C&A test and validation procedures and reporting all findings to required stakeholders
  • Assesses and validates the system and will act as a trusted agent to the SCA Security Control Assessor and SCA Liaison ensuring the separation of duties between the ISSM and Navy Qualified Validators
  • Assesses and validates that the system has (or has not) implemented the approved security control baseline
  • Performs other tasks as required by OSC and the Government contracting office  

Required Qualifications/Education and Experience

  • Must be able to receive or maintain active Personnel Security Clearance
  • 5+ years of Cyber Security Engineering experience
  • 5+ years of Information Systems and Application Security policies
  • Must have prior RMF experience
  • Must have an active DoDI 8570.01 IAM II certification (CAP, CASP, CISM, CISSP, or GSLC)
  • Navy Cyber Security processes preferred


  • This position requires up to 25% travel.
