Federal Government Pricing Specialist

As a Pricing and Contracts Specialist, this position will be involved in all aspects of government and commercial pricing and contracts, including writing pricing volumes and reporting for existing government contracts. The Pricing and Contracts Specialist will also be responsible for building pricing volumes and pricing build-outs for responses to federal government solicitations. 

Responsibilities

  • Monitors and reviews solicitations, RFPs/RFIs, screen and qualify opportunities, lead or support (as needed) the development of proposals through its various phases and color review teams, and submittal of proposal
  • Collaborates with the finance team to develop forward looking pricing projections, to create price quotations that are part of responses to solicitations, coordinate and gather level of effort estimates, labor category rates and descriptions, and descriptions, and build pricing models according to solicitation instructions.
  • Supports proposals, and conduct price and cost analysis and negotiate price and price related terms. Work in conjunction with interdisciplinary team ensuring contracting/subcontract requirements are met as determined by established deliverables; ensure adherence to those deliverables, communicate milestones and commitments
  • Evaluates subcontractor proposals for compliance and risks to the solicitation ensuring all aspects to requirements are considered from pricing or cost to include the management volume
  • Interfaces with the proposal team (senior managers, technical leads, contracts and finance) to ensure proposal costing follows all Cost Accounting Standards and procedures
  • Facilitates the timely development of cost volume and cost elements in accordance with technical, management and cost specifications of an RFP
  • Responsible for assembling pricing models for price quotes andperforms cost/price analysis and develop pricing templates and models to evaluate different strategies and "what-if" scenarios
  • Develops complex pricing strategies and perform risk and cash flow analysis using your in-depth understanding of FAR and accounting practices including audits, cost pools, rates, bid rates, and analysis of contract cost data
  • Researches and understands a competitive environment for comparable solutions and services and apply that to developing pricing strategies
  • Supports monthly project and review cycle, post award, on an as needed basis
  • Authors, executes, manages contracts, subcontracts, agreements, and purchase orders cradle to grave and provides contracting subject matter expertise
  • Negotiates contract terms, pricing, performance, schedule
  • Coordinates with clients, subcontractors, and vendors regarding project budgets, travel, consent to subcontract, contractual revisions, and other contractual matters
  • Performs cost/price analysis of subcontractor bids and proposals
  • Monitors invoices/budgets against contracts and mitigate cost overruns
  • Ensures compliance with government contracting requirements, FAR, AMS, DCAA, other applicable regulatory bodies and policies / regulations, and contract finance requirements, and identify corporate solutions to meet compliance
  • Prepares proposal cost volumes with supporting documentation in compliance with FAR and internal estimating policies and procedures
  • Coordinates with Program Managers to provide guidance on contractual requirements and ensure contract requirements are fulfilled
  • Monitors and reviews solicitations, RFPs/RFIs, screen and qualify opportunities, lead or support (as needed) the development of proposals through its various phases and color review teams, and submittal of proposal
  • Supports management reviews, customer audits and proposal negotiations, plus prepare explanations of cost estimates for presentation
  • Develops key pricing strategies and compliant pricing documents for successful pricing evaluations and contract awards 
  • Performs salary surveys and other data collection required to develop appropriate pricing for various labor categories in different geographic areas
  • Price and/or cost volume lead responsible for understanding and communicating RFP requirements, developing and presenting cost and price briefings, pricing proposals, analyzing cost data, and recommending pricing approach to upper management
  • Prepares reports as required to support current contracts
  • Perform other tasks as required by the OSC office

Required Qualifications/Education and Experience

  • Bachelor’s degree in Mathematics, Quantitative Analysis, or Business, or equivalent 
  • Minimum of 10 years’ experience in a Pricing role for a government contractor 
  • Proficiency in understanding government RFPs, RFQ’s and other solicitations
  • Knowledge of government contract interpretation
  • Strong ability to read and analyze financials and develop wrap rates 
  • Strong ability to work independently and in a proactive manner;
  • Ability to multi-task and assist with schedule prioritization 
  • Ability to analyze unique contractual situations
  • Ability to create appropriate contractual documents
